Temperature and humidity are two different jobs

An air conditioner does two jobs at once, whether anyone thinks about it that way or not. It lowers the air temperature, and it pulls moisture out of the air as a byproduct of that process, because cooling air below its dew point forces water vapor to condense out onto the indoor coil. On a mild, dry day, those two jobs line up fine. In a Gulf-coast summer, they don't. Outdoor humidity here regularly sits high enough that a system can hit its target temperature on the thermostat well before it's actually removed enough moisture from the air, especially if the system is oversized for the space or cycling in short bursts.

Why short cycling is usually the real culprit

A unit that's too large for the house cools the air fast, satisfies the thermostat, and shuts off, sometimes in under ten minutes. The problem is that dehumidification is a slow process. It takes sustained runtime for air to pass over that cold coil long enough to actually shed moisture.
